Weaver’s Willpower:

Weaver’s Will items have a unique Weaver’s Will value (ranging from 5 to 28) instead of Legendary Potential. This value determines the item’s strength.

Level up through experience:

As you wear a Weaver’s Will item and defeat enemies, it accumulates experience points. Once enough experience is gained, it adds a level 1 affix to the item.
