How to fix Skyrim Liberation bugs?
Here’s how to fix every Skyrim Liberation error:
Fix “Unable to report to Galmar” error:

To resolve this issue, the previously saved game should be reloaded. If this doesn’t work, the player can try attacking Galmar until he falls, then sheath the weapon. This may prompt him to engage in dialogue, but it comes at the cost of accepting the bounty.
Fix “Unable to report to Ulfric” error:

If players are unable to speak to Ulfric Stormcloak, the recommended course of action is to first try to resolve any issues related to the War for Whiterun, as these issues may be related.
