The first option is to head to Telok Penjarah in the northeast corner of the map, deep in the West Indies. Palka Buta is northeast of Telok Penjarah, just due east of the bounty board. You can talk to the NPC inside and buy the blueprint, but be aware that if you haven’t reached Cutthroat level yet, the interaction may not appear.

Alternatively, you can go to Saint-Anne, one of the first locations you visit on your way to completing the main story. Here you’ll find the manager of Le Pont Meut.
